What Does FSMA’s Preventive Controls for Human Food Rule Require?

FSMA defines the role of a PCQI and establishes the minimum knowledge, skills and scientific training needed to effectively manage the responsibilities outlined in this legislation:

CFR (Code of Regulation_Section 117.180 (c) (1): “to be a preventive controls qualified individual, the individual must have successfully completed training in the development and application of risk-based preventive controls at least equivalent to that received under a standardized curriculum recognized as adequate by the FDA or otherwise qualified through job experience to develop and apply a food safety system. Job experience may qualify an individual to perform these functions if such experience has provided an individual with knowledge at least equivalent to that provided through the standardized curriculum. This individual may be, but is not required to be, and employee of the facility.”

Each FDA-registered facility must designate a PCQI who is responsible for the development, oversight and management of the Food Safety Plan. The PCQI is required to have training and experience that exceeds existing HACCP-based systems.

  • A Preventive Controls Qualified Individual (PCQI) certification is one way to prove you have successfully completed training in the development and application of risk-based preventive controls that meet FDA standards. The FDA requires that a facility’s food safety plan be developed and overseen by one or more PCQIs.

  • A certificate is not required but it is the easiest way to prove you have the training, knowledge, and competencies that are required by the FDA.

  • Most facilities that are registered under section 415 of the Federal Food, Drug, and Cosmetic Act are required to have a PCQI. This ensures a qualified individual is in place to create and manage a FSMA-compliant food safety plan.

  • PCQI certification training requires at least 20 hours of contact.

  • A PCQI certification does not expire, but continued PCQI training is recommended and a best practice.
